EligibilityGraduating high school senior with a 3.0 GPA or higher who RESIDES in one of the ten Best Southwest Partnership cities: Balch Springs, Cedar Hill, DeSoto, Duncanville, Ferris, Glenn Heights, Hutchins, Lancaster, Ovilla and Wilmer. Eligibility is by CITY OF RESIDENCE, not by school district - which matters in Balch Springs, where students are split across Mesquite ISD (West Mesquite High School) and Dallas ISD, and a student in either district qualifies. Application requires essay responses on character, leadership, aspirations and career goals, an official transcript with ACT/SAT scores, and an official letter of reference from the school (principal, teacher or guidance counselor).
