EligibilityApplicants must be at least 16 years old and a high school senior, high school graduate, GED holder, or current undergraduate. The applicant or their parents/guardians must live in a Cal Water service area at the time of application - Cal Water's East Los Angeles District serves the City of Bell (as well as Commerce, East Los Angeles, Montebello, and parts of Monterey Park and Vernon). Must plan to enroll full time at an accredited two- or four-year college, university, or vocational-technical school. Children of Cal Water Group employees and board members are not eligible. Selection is based on academic achievement, community service, and financial need.
